It appears that the Chinese Government desires negotiations regarding the last eight of the thirteen demands as well as revision of tlie so-called unequal treaties to be taken simultaneously with the first five demands. It is understood that the powers insist that the five demands arising directly from the Shanghai 111 ident be discussed first. Meanwhile, the agitators continue to urge negotiations with Britain alone. The Chinese crew of 400 belonging to tlie Empress of Russia went ashore at Kobe without leave, the vessel negotiating engaging a Japanese crew to replace tlie Chinese.
