Colonel Repington publishes an , exhaustive investigation of Germany’s man power. Accepting thirteen million men of military age at the commencement of the war and making careful deductions for essential industries there remains a maximum of nine million available fighters including three hundred thousand men belonging to the 1917 class which has not been called up.
