Electric Telegraph—Press Association. Wellington, July 29. Tlie Appeal Court to-day is hearing the case Keddie v. Millar, an appeal from Judge AYilliams’ decision. Respondent was a slaughterman’s assistant at Pareora freezing works, who was fined £5 for taking part in a strike. A writ of attachment was moved for and refused by Williams on the ground that the mode of recovering the amount of a fine prescribed by the Legislature was made prescribed for the recovery of debt, and not of penalty, and consequently since the Imprisonment for Debt Abolition Act no one could be imprisoned for failure to pay a debt. Justice Cooper, in the previous case, had granted a writ of attachment, and the Appeal Court has to decide which view is correct. Mr Bell. K.C., and Mr J. L. Stout, appear for appellant and Messrs Raymond and Herdman for respondent. Napier, July 29. The School Journal came in for some strong criticism at the annual meeting of the Hawke’s Bay Teachers' Institute. It was stated that a promise had been made by the Ministe rfor Education that the Journal’' should take the place of all hooks except those required for the teaching of reading and arithmetic. This, it had been found, it was totally unable to do and the result was that teachers had been forced to fall back on the old series of books. Parents had naturally complained, but the teachers were helpless in the matter, as the “Journal" was found to cover nothing like a satisfactory course of instruction.
