The debate w as adjourned. The first sub-committer? of the First Commission adopted the proposal submitted bv the United States regarding the collection of debts by 37 to b. (Tbo proposal of the I nited States in regard to the collection of antiactual debts, which is regarded as less extreme than the Dr ago doctrine, is being supported by Great Britain and Germany.)
