Great Britain and Germany support the United States’pro posal for the collection of contractual debts, which is regarded as less extreme than the Draco doctrine. Lord Reay (British delegate) explained before the Fourth Commission the motives inducing Great Britain to advocate the abolition of contraband, laving stress on the fact of complications resulting from capture becoming so dangerous that they would not he compensated for by any real utility.
There is little project of Britain’s proposal being adopted, owing to German and Japanese opposition.
