General Hasegawa, Commauder-in-C'iiief ol the Korean Garrison, who controls 28UU troops, will double the Japanese guards at the Palace, owing to the plot to murder the members of Cabinet who are taking refuge there. Tliougk the town is momentarily quiet a great influx of country folk causes an apprehension of fresh riots. The Korean troops possess 90,000 rounds of ammunition. Civilian agitators frequently harangue them. A few Japanese troops are guarding the two arsenals, and have been directed to destroy them il they are unable to defend them, rtemforcements are coming from Shimonoseki. The new Emperor has directed the punishment of the Korean deputation which went to The Hague.
