MANHOOD SUFFRAGE. RECOMMENDATIONS OF THE COMMISSION. THE PRESENT POSITION. PER UNITED PRESS ASSOCIATION. London, May 28. The “Times” Johannesburg correspondent states that the Commission that recently visited South Africa, of which Sir J. AYest Ridgway is chairman, recommends the granting of manhood suffrage. There is no serious departure in the recommendations of the Commission from the constitution by Mr Lyttelton, late Secretar yof State fo rtlie Colonies, and passed into operation, but the defeat of British electors at the coming polls in the new colonies is now considered to be more than possible. This result is being assisted, says the “Times” correspondent, by delays in enforcing the new constitution, and by the uncertainty of the position of the past month, which is causing an exodus of British subjects. “For this,” adds the correspondent,
