Until the publication of the cablegram he had heard nothing more of a conversation he held with tho Minister of Justice on September 7th. It was difficult to know bow a full enquiry hud been made when lie had not been asked to name a smglo authority for Ins statements, llis statements were the re nil of what he was told. When by rcqui t be went to aililri is two meetings of Lucknow miners on strike allegations were made to him which were suggestive of peril at a serious crisis. He had urged upon the Minister of Justice the necessityfur enquiry, not expecting it to he one-sided.
