The Chinese encamped on the bank of the Yulu River have retreated to Monk den. A decree lias been published permitting nil vessels to carry rice, as it is believed that a famine will be experienced before winter. Generals Web and Yeh have been deprived of their rank, owing to cowardice in the fight against tho Japanese at Ping Yang.
