The House sat all Wednesday nigh! and all day yesterday, the lengthy sitting resulting in the disposal of the remainder of the general estimates. The defence vote occupied until 7 a.m. yesterday, but justice and police estimates were put through in a very short time. When the House resumeifafter breakfast the legislative estimates came up, and were discussed until lunch hours without any progress being made. Eventually a compromise was arranged between Government and the Opposition. The afternoon was devoted to solid work. The House resumed at 2 p.m. A long discussion ensued on the vote for working railways—£72ll,ooo —the Premier denying that the Government was responsible for the estimate. .Messrs liolleston, Fergus, and others contended that the Committee had submitted the estimate to the Minister the same as other Departments. The Premier they said was continually attempting to discredit the management of the Commissioners, but had utterly failed. The Premier denied this and defended himself from the imputation so frequently made. Ultimately the item Department Offices, was reduced by £5 as an indication of the Committee’s disapproval of the increase in travelling expenses and granting of extended leave. The clauses, as reduced, passed. Public buildings, etc., £51,77," passed. This finished the general estimates, and progress was reported. The Native Land Validation of Titles Bill, Native Land Court Certificate Confirmation Bill, Civil Service Insurance Bill, Conspiracy Law Amendment Bill, Halswell lliver Drainage District Bill, District Court Jurisdiction Extension Bill were committed, read a third time and passed. On Mr Seddon’s motion the Mining Act Amendment Bill No. 2 was read a second time and referred to the Goldfields' Committee. The second reading of the Infant Life Protection 1 till was agreed to on the voices without discussion. The Timber Floating Act Amendment Bill and Trustees Act Amendment Pill were read a second time, committed, and put through the final stages. The House rose at 10.25. LEGISLATIVE COUNCIL. In the Legislative Council the Stamp Act Amendment Bill, Submarine Telegraph Cable Bill, County Vehicles Licensing Bill were nid a third time and passed. The Alcoholic Liquor Bill was further considered in committee, and amendments introduced allowing the lessees of closed houses to have the r. fixed hv arbitration, and to prevent publicans selling liquors to children under 1(1 years of age. The Bill was reported with amendments.
