There was a main highway question in Canterbury as long ago as 1870 (states the Timaru Herald). In that year the Provincial Council appointed a committee to inquire into the state of the main road between the Hurunui and the Waitangi (Waitaki) Rivers, and to consider the best means of maintaining it in future.
