NEW APPOINTMENTS MADE.

WELLINGTON, February 26. Sir Joseph Ward announced to-day the appointment of Mr G. W. Clinkard, of the Department of Industries and Commerce, Wellington, to be secretary to the Administration of Western Samoa, in succession to Colonel Ilutchen. Colonel Hutchen applied for a transfer to the New Zealand service, and this has now been approved in principle. A further appointment is Mr C. H. Schwass, of the Department of Agriculture (Palmerston North) as manager of the New Zealand reparation estates, a position created in accordance with the recommendation in the report on the finances and staff of the territory. To fill the vacancy caused by the recent death of the accountant of the reparation estates, Mr L. C. Scott, of the Department of Agriculture, Wellington, has been appointed.

The appointment of a treasurer to replace Mr P. Wild (whose application for transfer to the -New Zealand service has also been approved) and of an internal auditor will be announced shortly. These officers will proceed to Samoa early in April on two years’ duty. MR CLINKARD’S CAREER.

CHRISTCHURCH, February 26. Mr Clinkard, who is a son of Mr C. H Clinkard, M.P., and Mrs Clinkard, of Rotorua, matriculated from the Auckland Grammar School and entered the public service in 1909. He served in the Inspection of Machinery and Land and Income Tax Departments before resigning in 1914 to accept the position of assistant secretary to the New Zealand Employers Federation. After service in the Expeditionary Force in Egypt and Gallipoli, he was invalided as the results of wounds, and in 1917 he entered the public service as compiler in charge of a branch of the census and statistics office. In 1920 he was appointed as advisoryaccountant to the Board of Trade, and for the past five years has acted as advisory officer to • the Department og Industries and Commerce. During the course of his work Mr Clinkard has undertaken many important inquiries and investigations, and during the absence of the secretary has been in control of the department. In 1925 Mr Clinkard visited several States of the Commonwealth on officialbusiness connected with the work of his department, and in 1927 was appointed a member of the Royal Commission set up to inquire into and make recommendations upon the revision of the Customs tariff of the Dominion. Mr Clinkard has taken a prominent part in the affairs of the Returned Soldiers’ Association, and was for several years a member of the Dominion Executive Committee of the association. As the nominee of the association, he acted for a number of y-ears as a member of the Wellington District Repatriation Board. In 1918 Mr Clinkard graduated from V ictoria College as Bachelor of Commerce, and two years later qualified for and was awarded the degree of Master of Commerce, with honours in Economics. Mr Clinkard has passed the professional accountants’ examination, and is a Fellow of the Royal Economic Society
