LEAGUE TO PREVENT WAR.
(By Cable.) Lord Bryce has unfolded a scheme for a League of Nations to prevent war. It was drawn up two years ago, and it is bolder than America's plan, advocated by Mr Taft and approved by Mr Wilson. The British scheme suggests a Judical Tribunal and a Conciliation Tribunal, to which disputes shall be submitted, the latter body (Conciliation Tribunal) dealing with questions unsuitable for legal handling. The scheme contemplates, although it does not cieihtoly enjoin, the use of common foreo to effect its decisions. Lord Bryce, in a prefatory note, expresses the hope that the scheme will pave the way for a post-war discussion on how to deter aggressive Governments form war, or how to make war less probable. Signatories will be required not to declare war or to prepare for hostilities until a definite period after the tribunal announces its awards, otherwise the league will collectively act against the aggressor.
