PUBLICATIONS RECEIVED.

The February number of the British Review marks a new departure. Having been given access to a private collection of hitherto unpublished water-colours and other drawings by eminent ojgl masters, it is intended to publish a facsimile as supplements each month. The first appearing in the number under notice, is a pastel portrait by Sir Joshua Reynolds reproduced in colours by a new process. Drawings and sketches by modern artists will also receive consideration. The literary contents are of general interest. “The Empire After the War ” discusses the problem of giving the overseas dominions a voice in certain Imnerial matters. In “Civilians and Martial Law ” the position of civilians before the war is explained. It will be news to many to learn that in the Defence of the Realm Act power was given last year to try civilians by court-martial, such court having the right to pass sentence of death. The .autonomy of Poland and Lithuania is discussed. “ After Six Months of War,” “ The True Story of the War,” and “ The Warrior Ideal ” treat of the present gigantic struggle. Mr G. L. Konrick contributes a paper, “In ’Defence of the Farmer,” which seeks to show that the conservatism of the agriculturist is largely justified. The British always makes a feature of original verse and also of brief reviews of new. books. Four more of the Papers for War Time, published, at 2d per copy by the Oxford University Press, arc to hand. No. 15, “ Christianity and Force,” is by Mr A. G. Hogg, M.A. If it has any bearing on the war it would appear to bo that Belgium. France, and Britain should have allowed the Huns to do their worst rather than resist by force. “ Germany and Germans.” by - Eleanor M'Dougall, M.A.. takes a saner view, and, recognising that Britain Was dragged into the war, admits that to make a premature peace would bo to shift the burden to the coming generation. “ Spending in War Time ” and “Patriotism” are the subjects of two other papers.
