BRITAIN AND RUSSIA
ST. PETERSBURG, July 8
The Bourse Gazette advocates a revision of the relations between Russia and Great Britain. It declares that the existing convention was entered upon when Russia was externally and internally exhausted, and when Great Britain was striving to secure Germany’s isolation. The situation is now entirely altered, and the present convention ties Russia’s hands.
