AUSTRALIAN SHIPPING
NEW NAVIGATION ACT. MELBOURNE, August 19. The Navigation Act having received the Royal assent it will now be proclaimed. Under the Act all steamers trading in Australian waters must comply with Australian conditions of pay, manning, and in other particulars. No shipping, British or foreign, without special licenses, will be allowed to carry passengers between the Commonwealth ports. The Navigation Act will not be proclaimed for some time, and the owners will be allowed ample time to make the necessary structural alterations in vessels. The Act means a tremendous revolution in Australian shipping methods. LONDON, August 22. The Shipping Gazette is surprised at the Royal assent being given to the Australian Navigation Act. It says the only crumb of comfort to the British shipowners is the possibility that the Cook Government will exercise its power to exempt British shipping. SYDNEY, August 20. The proposed proclamation of the Navigation Act is causing a stir in shipping circles. Representatives of overseas companies complain that many of the clauses are adverse to their interests, and will seriously affect their trade.
