LONDON. August 15. In the course of a letter Lord Dunraven urges a conference of Liberals, I nionists. and Nationalists to formulate a scheme of Home Rule for Ireland, which shall subsequently be submitted to the electors. He insists that the shelving of the present measure tines not alter the problem, which must be solved.
