The following items lia.ve appeared in the Australian papers employing the independent cable service : London, March 22. The St. Petersburg correspondent of The Times reports that it is rumoured in court circles that the Kaiser has written a letter to the Czar, in which he deals exhaustively with the proposals for an improvement in t|he relations between Germany and Great Britain. March 25. The eighth triennial congress of the Chambers of Commerce of the Empire will be held on June 11, when delegates representing 400 Chambers are expected to be present, The topics to be discussed will include those concerning the relations between the mother countries and the colonies, allied mail routes, immigration, Panama Canal tolls, and remedies for labour disputes. Lisbon, March 24. The proposed movement to restore exKing Manuel to the throne is likely to be one of the most formidable of the kind ever undertaken. According to the leader, Dom Miguel, Duke of Braganza—head of the line royal that reigned in Portugal until and personal rights are no longer respected by tihe present Government. The .internal conditions in Portugal, declared Dom Miguel, could not be worse than they were at present. He added that he hoped to receive aid from Spain, and was satisfied that the Powers would not interfere. ["On the first anniversary of the Portuguese Republic, an attempt was made to raise the royal standard on Dom Miguel's behalf. It'failed, and since then Dom Miguel has united his interests to those of Manuel, believing, no doubt, as was recently stated, that it is better to be the Pretender to somebody else's throne than to no throne at all.]
