PARIS, October 9.
The League of Patriots is organising a protest against the cession of the Congo in exchange for authority to conquer Morocco, which it says is not Germany's to give, and also against the continuation of the present humiliating negotiations under threat of Germany's guns at Agatdir.
October 10.
Public opinion is again becoming impatient in consequence of the slowness of the Moroccan negotiations. The delay is fending to the growth of a sentiment against compensation in the Congo.

Native reports from Morocco state that the Moors at Seluan defeated the Spaniards, decapitating 100 soldiers. BERLIN, October 10.
The Pan-'German press is urging the Government to seize a favourable opportunity to break off the negotiations, declaring that Britain is embarrassed over Tripoli and unable to aid France. The first part of the Moroccan agreement has been agreed upon and initialled. October J.l.
Herr Kiderlen-Waechter and M. Cambon have commenced an exchange of views in regard to compensation.

The conclusion of the first part of the Moroccan negotiations has been enthusiastically received here, mainly owing to the delays and to the feeling that the question has brought little honour or glory to Germany.
MADRID, October 16. During a daring attack by the Riffs on a Spanish position at Imarufen, near Melilla, General Ordonez, Spain's most brilliant artillery officer, and the inventor of thu Ordonez cannon, received two bullet wounds in the chest, to which he succumbed. Two officers and 16 men were wounded.
