ANGLO-AMERICAN TREATY. A HOSTILE REPORT. WASHINGTON, August 15. The Foreign Affairs Committee, in reporting to the .Senate on the AngloAmerican Treaty, characterises it as a breeder of war, not a maker of peace. August 16. The Senate Committee's objection to the Anglo-American Treaty is based wholly on the failure of the contracting parties to consult the Senate before making a treaty, as provided in the United States constitution. The minority report will be presented by other members of the Foreign Affairs Committee next week..
