I In. the course of an address to the Imperial Merchant Service Guild at Liverpool, Lord Muefcerry complained that while so much attention was focxissed on I the great increase in the German navy Ino attention was .given to the extraordinary increase in the German merchant I navy. Trade, lie said, was slipping away j ■from us in all parts of the globe, and j was being annexed by l.he Germans, who j are our most dangerous opponents in the matter of maritime commerce.
