MANCHURIAN RAILWAYS
LONDON, January 22. Russia has rejected Chief Secretary Knox's Manchuiian railways neutralisation proposale. Russia emphasises the argument that no danger threatens the Chinese sovereignty. No policy of the ©pen door or neutralisation would injure Ifcussian State or private interest?., which liave been established by colossal efforts and sacrifices, and would constitute an ■unjust infringement of the rights "and. privileges of the Chinese Eastern railway and other undertakings. The Japanese refusal to concur with Mr Knox's proposal, declares that there ■would be no advantage to Japan or China by strictly adhering to the open door in [Manchuria. January 23. Simultaneously with the delivery of the 'Japanese reply to Mr Knox's proposal, the Mikado issued a significant rescript authorising the South Manchuiian railway to borrow an amount equal to double the • paid-up capita];, but not exceeding its total capital. It is understood that 40,000,000 yen (about, £4,000,000) will be fcorrowed immediately for the rapid 'development of the Antung-Mukden line, and for the improvement of Port Arthur as a large commercial port. j NEW YORK, January 19. ■ The Herald's Tokio correspondent reports that Japan politely but firmly reelects Chief Secretary Knox's Manchurian jadlway neutralisation proposals. , January 23. !
