MANCHURIAN RAILWAYS
ST. PETERSBURG}, January 11. The Novoe Yremya, in criticising the American proposals in regard to the Manchurian railways, declares that it -s impossible for Russia to abandon her control of the communication with Vladivostock. LONDON, January 15. There is an outcry in Russia againsu the proposed neutralisation of the Manchurian railway. Britain has not assented to the proposal. Sir E. Grey merely declared that Russia and Japan, as the Powers chiefly interested, ought to be consulted first. Japan also resents the scheme, arguing that Japan should not be molested in Manchuria any more than Germany should be in Shantung.
