WASHINGTON, January 17. President Taft, in a Massage to Congress. advocates the conservation of natural resources, and asks for the withdrawal of public lands from private .settlements when they contain forests,* coal, minerals, or phosphates, or when they border on the water. He suggests that the Government should retain the title to coal and mineral deposits under agricultural land. The public domain now consists of 1099 million aci’es, including the Alaskan lands. President Taft appeals for 30 million dollars for completing the irrigation projects already begun, the money to be raisablo on 10 years’ bonds upon the reclamation fund. He also suggests that 60 million dollars be spent in deepening the inland waterways.
