LONDON, October 4. The Times' Ottawa, correspondent reports that the refusal of the council of the Montreal Board of Trade \o participate ill any movement in the direction of improved trade relations with Germany ha 3 created considerable discussion. The board holds that Germany should make overtures. If she admits her mistake she could restore Canadian products to the conventional tariff, when the Canadian surtax will be automatically removed.
