HARBOUR BOARD SETS UP A

COMMITTEE.

The question of Harbour Board ohar,g3» on outward good©, particularly grain, which was recently brought into much prominence by grain shippers, came up at the meeting of the Otago Harbour Board on Thursday afternoon, notices of motion for its consideration having- been given by Messrs Bullock and Belcher. On the adoption of an amended motion by the former, the latter withdrew his proposition. Mr Bullock, in speaking to his motion, said that he thought the board should - | certainly take this matter into consideration, though the bulk of the information be had on the matter he had got from the newspapers. It seemed to him that the position the board had taken up bad been under the board's by-law, which, like ' other by-laws, seemed to him. a rather bad one. He looked upon the question of receiving- and delivering- cargo and the board's charge of Is per ton as being altogether outside of the ordinary harbour dues. The board: made a charge of Is per ton for receiving- grain, and be took it that, in consideration, of that payment, they were entitled to give value for it. But he maintained, under the present system, as defined by the Harbour Board's officials, they were absolutely giving no value for that Is per ton. Air Watson seconded the motion. Mr Bullock's motion, by the permission of the board, was altered to read: "That the question of receiving and delivering: cargo at Dunedin, and the duties of the contractor in connection with same, be referred to a committee to report, such committee to consist of the chairman, Messrs Belcher, Loudon, Ross, and the mover.*' After some discussion the motion-, &g altered, was carried unanimously. - ,
