Mr Balfour, in the course of a letter -to a correspondent, who mentioned the reports tfiat Radical speakers were stating that if tariff reform were established there ■would be no more old-age pensions, and "the reportfkthat when th© general election came the Radicals would spread this statement outside the post offices where the pensions were paid, denounces such -unscrupulous and degraded methods as recalling the campaign of mendacity in psomnection with Chinese labour. He feels confident that the Radical leaders will discourage a system of lying which must Inarm the cause of free -institutions.
