o NEW YOEK, October 1 Mr Taft, speaking at Seattle, promised j to do his utmost to induce Congress to legislate in favour of the restoration of the United States mercantile marine. October 2. President Taft proposes to asic Congress to devote 7,000,000d01, the annual profit from the foreign mail service, to subsidising steamship lines to South America and the Far East. Speaking at Seattle, he declared that America's commercial progress would be greater in the Pacific than anywhere else during the next half-century, especially in China and Japan. If America went to war to-day the merchant marine would lack sufficient tonnage in auxiliary unarmed ships, which were absolutely necessary for the nevy's proper working, and America would therefore be compelled to purchase such vessels abroad. i
