PERSIAN AFFAIRS.
TEHERAN, December 2. The Shah's proclamation abolishing th« Constitution and refusing to summon a Parliament is again placarded in Teheran. It is believed that this action has been taken with a view of testing the earnestness of the British and Russian representations. December 5. The Shah disclaims responsibility for the replacarding of the proclamation, and promises-to adhere to the pledges which h« has already given.
