ARMY APPOINTMENTS
«— LONDON, March 6. Mr Haldane (Minister of War) has announced that General Staff appointments in Britain will be thrown open to colonial officers. He mentioned that the command of the Infantry Brigade at Aldershot had been offered to Colonel Otter, a Canadian.
