SPEECH BY MR BALFOUR.

LONDON, January 30. Mr Balfour, in the House of Commons, made sympathetic reference to Sir H. Campbell-Bannerman's absence, and paid a tribute to the late Sir J. £. Walton. - He feared the absence of safeguards to British trade in Persia, and also for the protection of women and children in the New Hebrides. He feared the length of the Government's bills implied a limitless Uise of the closure. If, however, minorities must suffer, it was the duty of a good Administration, to see that others did not suffer.
