BERLIN, November 26. A memorandum, attached to the Naval Estimates shows that it in proposed to epend £208,600,000 en the navy during the next 10 years, half on ships and haJJ on armaments. The Naval Estimates Include a naval harbour extending for 1000 yards into the «ea at the southern corner of Heligoland.
