STEERABLE MILITARY BALLOON.. PARIS, July 23. M. Qemenceau (Premier of France) and General Picquart ascended in a La Patrie balloon over Paris. A pipe burst- while they were aloft, and M. CLemenoeau wag slightly scalded. While repairs weras being effected the balloon remained stationary. M. Clemenoeau was impressed'with the sense of security and stability attained, and considered the. machine a marvellous one. BERLIN, July 24. A German cigar-shaped steerable military balloon travelled against the wind from Berlin to Spandau, and performed a number of interesting evolutions, answering it« helm readily. ST. PETERSBURG, July 22. ' A military balloon, in which four officer* ascended- from Tsarekoe-selo on Friday, has been found in the Baltic. The officers are missing, and it is feared they are drowned.
