BOYCOTTING THE THIRD DUMA. ACTION BY A RAILWAY UNION. ST. PETERSBURG, July 24. Incendiaries burnt the villages of Olenkakotodez and Sukhayelan, in the province of Voronesh. Several thousands of peasants have lost their entire property. July 26. The Bureau of the Social Revolutionary party has resolved that, owing to the Government's continuous terrorism and massacres, the terrorist acts against high officials ought to continue. It advised active boycotting in connection with, the Duma elections, the blowing up of the electoral assemblies, and the destruction of the lists of electors. A fresh plot against the life of the Czar has been discovered -in St. Petersburg, and several arrests have been made. July 27. In order to boycott the third Duma the Pan-Russian Railway Union has resolved to organise a local strike, to stop the trains carrying electors, and- to compel the cessation of railway traffic throughout Russia when the Revolutionary Bureau gives orders.
