The following, taken from an education journal, will interest many: — . Isew Constitution foe the Transvaal Colony. The new Constittition for the Transvaal was promulgated in .London and South Africa on April 25 by the simultaneous publication of ihe Letters Patent. The great problem m South Africa is to make a complete reconciliation between the British and Dutch inhabitants, m.en of two great and kindred laces, and the new departure -in ths Transvaal may be experimental only, as the analogous change in the Orang-e River Colony is deferred for a short period. The scheme is as follows: — 1. A Legislative Assembly to be established, consisting of the Lieutsnant-Governor, from six to nine official and from 30 to 35 elected members. It is to meet at Pretoria, and its maximum duration is four years. A commission of three to be appointed to create single-member constituencies on the basis of voters, not of population. 3. Voters shall be every white male British subject, of the minimum age of 21, who has resided in the colony for six months, and .-who occupies premises of the value of £LOO, or of the annual value of £10, or who is in receipt of a salory of JEIOO a year earned •within the_ colony, and burgers of the late South African Republic entitled to vote for the First Volksraad. There is no representation for coloured subjects. 4. There is to bo a biennial registration of voters and automatic redistribution of electoral districts 5. All debates and discussions are to be in the English language, but, with the consent of the President, any member may use Dutch. 6. Members are to be paid at the rate of £2 per day up to a limit of JE2OO. 7. Every member to take the oath of allegiance to King Edward, and this law to take effect as from March 31 of this year; but the existing non-elective Legislative Council to continue until dissolved by proclamation. " Some interval," says Mr Lyttelton, the Colonial Secretary, " must precede the concession of full self-government. Its immediate grant is not, in the opinion of his Majesty's Government, as yet practicable.
