THE FAR EAST RUSSIA'S VICEROY APPOINTED.
TOKIO, August 12. Several leading Japanese politicians have formed an association irrespective of parties, and have issued a manifesto urging Russia to terminate the present complications between the two countries. The manifesto declares that Russia's doings in Korea are a violation of the convention. SEOUL, August 12. Korea has granted a Russian company access to the Yalu Valley, with practically a monopoly of the lumber trade. August 14. The Japanese Minister has protested against the Yongampho concession to Russia. He emphasised the distance of Yongampho from the timbering operations, and the irregularity of Russia's occupying the land first and negotiating afterwards as calculated to imperil Korea's independence and integrity. PEKING, August 14. The Chinese troops were defeated at Sueichau. Three thousand Germandrilled reinforcements have arrived at Canton. ST. PETERSBURG, August 14. General Alexieff has been appointed Viceroy of the Far East, the vice-royalty comprising the Amur province and Kwantung territory. He will be entrusted with supreme authority, including command of the fleet, troops, and diplomatic relations with the neighbouring States 1 . The Czar presides over a committee intended to ensure harmony in the Vioeroy's arrangement and the Ministerial general policy. BERLIN, August 14. • The Berliner Tageblatt hopes the viceroyalty will terminate the evacuation of Manchuria swindle. LONDON, August 12. The Standard's Kieff correspondent states that 26,000 troops leave Moscow during the next six weeks for the Far East. August 14. k fife* Standard's Moscow correspondent
states that Russia is massing 100,000 troops in. the Transbaikal territory in readiness to- move for the East. The Daily Mail asserts that the Japanese Minister at St. Petersburg had an interview with the Czar with reference to Manchuria.
