LONDON, April 10.

There is much clandestine importation of German arms into China. Russia urges the Powers to prevent it, and to reimpos& the prohibition expiring in August next. A German arms exporter has established a completely-equipped arsenal at Fu<jhan, while a German firm at Hongkong holds 40,000 Mausers, imported prior to the Boxer rising, in readiness for sale in August.

News has been received of an explosion at the Canton Arsenal Powdei Factory. Fifteen hundred are reported to have been killed. s Russia's action in delaying the evacuation of Niuchwang is attributed to a desire to establish a Russian claim to certain forestry rights on the Chinese rside.oi the Yalu River, and an attempt to establish an independent Customs at Dalny, with Russian officers to collect Chinese Customs and report direct to Peking over the head of Sir Robert Hart, chief of the Chinese Imperial Customs. This would endanger the Chinese maritime Customs.
