WHISPERS OF A REGENCY.
BERLIN, April 5,
The Kaiser congratulated the Sultan oft his exemplary bravery and coolness during the earthquake. He sad that God had manifestly protected Ins precious life. He prayed the Lord to continue to hold the Sultan in His gracious holy keeping. The Sultan, in thanking the Kai&er, declared that his calmnpss was the result of submission to the divine will LONDON. April 5. Ihe Snectuor declares that the Kaif-er's recent speeches and telepams have shaken public confidence. There aie whispers in Germany th .t a regency may be neces&ary.
