RACEHORSES.
With a view to festering the breeding of horses, a concession will be granted in the case of racehorses raturnhig from race meetings and hunting horses and polo ponies returning from matches and meetings. The concessions which will be given for these purposes will take the form of carrying the animals back free oi charge, subject to reasonable conditions. The railway service, as carriers, cannot of course take any side so far ps the sentimental aspect of horss^racing is concerned. It is the duty of those who patronise and maintain this sport to see that it is coiaducted on proper lines,_ and in a way that will remove any practices, }f they exist, which might militate against it. I hope -that those who are responsible for the control of racing (a sport which is patronised by so large a class of tho community) will strictly enforce such regulations as to leave no cause for reproach. I take it to he the duty of those who control the State railways to consider the "conditions of tho multifarious callings of the people throughout the colony who require to vac them, and while giving- such facilities as seems most conducive to the business of the Railway department, seeing that the services are efficiently and profitably conducted. I am A opinion that the reforms I am indicating will da much to improve the quality of the horses bred in New Zealand. PRESS TICKETS. Recognising that the press is a me- j diura through which a vast amount of information is disseminated, pnd that we are a great reading community, I think that every possible facility should be given to tho press of the colony to obtain information from all parts of it, and that special facilities for this ! purpose should be provided for reporters to move about the country. I have therefore decided that ordinary season tickets, singlejourney tickets, and return tickets are to be issued to the press at quarter rates, and that annual tickets, available over the Government lines for the whole colony, shall be issued at £10.
