NEWS OF THE KHALIFA.
CAIRO, November 15. The Powers have approved of the Khe dival decree removing the trouble arisin; out of the Mixed Tribunal's decision con cerning the Soudan credit of half a millioi voted by Egypt for the re-conquest of th Soudan. Henceforth a majority of Caiss de la Dette may dispose of the reserv funds, and unanimity is only necessary whe extraordinary war credits or votes for ai expenditure are sought. The Tribunal' appointment for five years will shortly b renewed. Lord Kitchener has started for Khai toum. The Khalifa is at Abbas. I —
