SHANGHAI, September 15. THe Marquis Ito is at present on a visit to Pekin for the purpose of studying the value of China as an ally for Japan. A British syndicate has secured the construction of the railway from Kaalung to Canton. LONDON, September 15. The Times states that Lord Salisbury, having accepted the Russian conditions with regard to the Neu-chwang railway, has led the Chinese director of railways to break off negotiations "with the Hongkong Bank, and open up negotiations with the Russo? Chinese Bank.
