In the House of Commons Mr Balfour intimated that the Government were not prepared to give, any guarantee in connection with the construction of a railway in the valley of the -Yung-tse-kiang. Mr Curzon, Parliamentary Secretary to the Foreign Office, stated iii the House of Commons that China had agreed to the extcution of the Burnjah railway system into Yunnan. China, he added, asserts that the Rus,snui Government are not interested firuuciollv in the Pekin-Kankow line. July 30. The Times states that the assurances given hy China not to cede territory in the Yang-tse-Kiang Volley are evasive and illusory. The lethargy of the Government is doing irreparable injury to British trade and enterprise. Capitalists are unable to compete until the area is defined where a fair field will be allowed. The Times say it is time the Government, dropped playing with phrases and faced facts. Shanghai, July 30. One thousand men are employed by Russia fortifying Port Arthur.
