LICENSING COMMITTEES.

WAIHEMO. At the annual meeting of the committee of the Waihemo Licensing District, held in the courthouse, Palmerston, on the 2nd, the members present were — the Chairman (Major Keddell, S.M.), Meßsrs J. C. Gow (Palrneraton), W. Guffie (Naseby), P. Kinney Olyde), W. Nicholson (Hampden), and J. Ross (Kartigi). The police were represented by Sergeant Green (Naseby), Hilliard (Palmerston ; clerk of the bench), Joyce (Hampden), and Brown (Middlemarch). The police reports warn favourable, and the whole of the applications were granted as follows, with the exceptioa ef the application of John North, Hamiltons, for removal of the Union Hotel license to Komaka, which the committee refused, being of opinion that the application should iv the first instance have b«en made a new house and not for ths present hotel : — TRANSFERS. Mr Cutten (of Cutten and Inder, Naseby) appeared for all the up-country applicants except that of James Caldwell (Wedderburn), for whom Mr D. M. Kindlay (instructed by Mr Herdman) appeared ; and for the other applicants Mr Findlay appeared. CONDITIONAL LICENSES. The Chairman at the conclusion of the business stated that the question of granting conditional licenses had been discussed by the committee, and they had came to the conclusion that this class of license was a necessity, and that applications would be favourably considered on their merits. The committee then rose. TUAPEKA. The annual meeting of the Tuapeka Licensing Committee, held at Roxburgh on the Ist, was attended by the chairman (Sir McCarthy, S.M.) aud all the members of ths committee. Mr Crooke, repi-edenting Messrs J. LaiFey (Railway Hotel, Lawrence), and R Webb (Masonic Hotel, Lawrence), and Mr Finlayaon, representing Mr Johnson (Commercial Hotel, Lawrence), and Mr Gilkison, representing the hotelkeepers of Clyde and Alexandra, made application for an extension of the hours of closing from 10 to 11 o'clock p.m. It was urged that the extension of time applied for would be for the benefit and convenience of the public, Especially of the tiavelling portion of the public. Sergeant M'Kay, stationed at Lawrence, who was called, expressed an unfavourable opinion as to the effect the extension asked for would have, and did not think it was necessary for the public convenience. Messrs Craig and Campbell also expressed themselves as being opposed to the granting of an extension of time for closing hours. The Chairman announced that the committee had decided not to grant the applications. The Chairman stated that the

■ committee had agreed to grant conditional licenses at £1 per day at all large gatherings, but it must be a stipulation that no disorder or drunkenness should occur. In regard to the application for a new license for the Railway Hotel, Heriot (which was a victim to the vote , carried in the Clutba three years ago), the Chairman announced thnt if theic was a withdrawal | of a publican's license in any other part of the licensing district the committee were prepared to grant Mr Collins's application. The application of Mr R. G. Fulton, of Wetherstones, for a • renewal of his publican's license was therenpou withdrawn, and the committee accordingly granted the application. , Our correspondent supplies the following addij tional particulars concerning the annual meeting , of the Licensing Committee for the Tuapeka district, held at Roxburgh on the Ist. There were als.i in attendance ion behalf of the various applicants : Messrs ■ Dalziel', Finlaysoc, and Crooke (Lawrence), Gilkison (Clyile), and Burton (Roxburgh). Repre- , senting the different districts were : Sergeants I Mackay (Lawrence), Dwyer (Clyde), and Constables Matheson (Tapanui), and Fouhy (Roxburgh), the latter being also clerk of the Licensing Committee. ' NEW PUBLICAN'S LICENSE. i T. J. Collin-, Railway Hotel, Heriot.— Mr D.ilziell, who appeared for applicant, said that in addition to this application for a publican'B "• license, an application had been lodged for a i wholesale license. If the committee would intimate their intention to grant this license the application for the wholesale license would be withdrawn. Mr Collins was proceeding iv tins application on the understanding that under the act of 1895 all that the act provided was that an increase should not be granted in the number I of licenses of each respective kind. There was some doubt if a grant was made under these circumstances as to whether action might not be , taken to upaat it. There was a distinct differI ence between the act of 1895 and the other j acts. Section 3of the act of 1895 said that "no I license of any description shall be_ granted or I renewed till the electors of the districts shall have previously determined whether the number of licenses is to continue or they are to be reduced." That -was distinctly different from all ' the other acts. In the other cases it distinctly < stated whether the number of publicans' licenses, accommodation house licenses, and bottle licenses was to be reduced or continued, or whether no publicans' licenses were to be granted. — 'Mr ■ Dalziell also quoted section 8 and subsection 2of j section 8, paragraph A. — The Chairman said : that if there was a withdrawal in some other part< of the district the committee were prepared to^ ' grant the application. — Mr Dalziell said his client' had made arrangements by which he was authorised to withdraw the application of Robert G. Fulton, Golden Age Hotel, Wetherstones.— Mr Collins's application was then granted, and the i application for a wholesale license was with-y drawn. EXTENSION OF TIME. Mr Crooke, for Messrs Laffey and Webb, Lawrence, asked for extension of time for closing from 10 p.m. to 11 p.m. He quoted section 12, subsection 3, of " The Alcoholic Liquors Sale Control Act, 1893," and submitted that extension would benefit the public, giving many cogent | reasons. — Sargeant Mackay, Mr Gilkisou, Mr ' Fiulavson, and Mv Campbell also spake ou the ! question.— The Chairman said that tha committee j had considered thn matter, and were of opinion • that the granting of the extension of closing time I would not be for the benefit of the public. No ■ extensions of time would, therefore, ba graated. PUTTING OUT LIGHTS. Mr Crooke asked thar publicans' be allowed tn put out their lights in front of the hotels at 10 o'clock, or a little after, aiguiug that as Lawrence was properly ligh'ed by the borough, it was not necflssury to burn the outside lamps nftcr the hour of closiug. Mr Craig said it was to the decided benefit of the publican to hive a light in front of his premises, even all night, because if there was no 1 light travellers could not tell whore the hotels ■ wore. i The Chairman said that the committee had decided not to entertain the application.
