CONFERENCE OF LOCAL BODIES. Christchurch, April 24,

A conference was held to-day of representatatives from Canterbury County Councils and Hospital and Charitable Aid Boards. A committee was appointed to report on the best method of managing water races and dealing with obstructions in the rivers. The conference also resolved— (l) "That claused 248 of the Counties Act be altered, so as to take power from the Governor to force any council to repair any road, bridge, or ferry, and in lieu thereof to allow county councils to say whether these roads, &c, be maintained or not, their decision to be final." (2) " That a further addition be made to section 248, to class all bridges into first and secondclass, all first-class to be maintained by councils, all others to be kept up or not, as councils may decide." (3) "That roads running along boundaries between two counties, although each road is in one county, be declared boundary roads within the meaning of the act." Resolutions were also passed condemning the proposed Hospital and Charitable Aid Bill, and expressing the opinion that hospital and charit- ' able aid boards should be elected by the contributing local bodies.
