Wednesday, 4th August. bkoond headings. On the motion for the second reading of the Hospital and Charitable Aid Endowment Bill (Mr Stevens' measure, not the Government's), The Hon. Colonel WHITMORE moved that it should be thrown out. Far from being abla to lock up any more reserves, the time might be coming when we Bhould have to reconsider those already made. Sir F. D. Bell was astonished that such a prepoßteroua bill had got through the Lower House. The Hon. Mr WATERHOUSE opposed the bill. The Hon. Colonel BRETT characterised it aB a gtgantio swindle, and blushed at the audacity of the member who brought it in. Just now when we were bankrupt, it was proposed to realise five millions for charity. The Hon. Mr ROBINSON Baid to pass the bill would be obtaining money under false pretences on land already mortgaged for our national debt. The Hon. Captain FRASER supported the bill, because if it passed we should establish under it lying-in hospitals, which it was a disgrace the Colony had not got long ago. The Hon. Mr MENZIES and the Hon. Mr BONAR opposed the bill, which was thrown out by 30 to 6.

BILLS PASSED. The Maori Prisoners Detention Bill, Imprest Supply Bill No. 3, Arms Bill, Mercantile Law Bill, Banks and Bankers Bill, Chattels and Securities Bill, Billa of Exchange Procedure Bill, and Census Act Amendment Bill were read a second time, passed through Committee, and read a third time and passed.
