(PBOJT OUR WELUKQTOX COBBESFOKDENT,) OTAGO BOARD OF WORKS BILL. Mr Macandrew's Otago Board of Works Bill only contains eleven clauses. The first is the short title ; the second constitutes the Otago Board of Works and Corporation ; the third provides that until the Provincial District is divided in ahireß or counties, the Board shall consist of the Otago members of the | House of Representatives, and after shires or counties are established, of members elected one by each shire or county — members not to be elected for more than 5 years. Fourth, the Board to elect a president to hold office for 3 years. The fifth gives power to the Board to make bye laws. Sixth, fixes the first meeting of the Board for the first Wednesday after the Province is abolished. Seventh, authorises the Board to enter into contracts for anything necessary to carrying out the Act. The usual provisions as to how contracts are to' be made are contained in this clause. Eighth, gives the Board power to appoint treasurer, clerk, surveyors, valuers, collectors, engineers, and other necessary officers. Ninth, authorises the Board to perform all such public works in Otago as it shall consider for the public advantage and convenience of the people of the Provincial District, and to dispose of the surplus land revenue granted or paid to them by virtue of the Abolition of Provinces Act, and all other sums that may be paidto them in and about the construe* tion and maintaining of public works in Otago, and in carrying into effect this Act. Tenth, provides that all moneys amounting to £20 and upwards shall, within 14 days after they come into possession of any officer of the Board, be paid into such Bank as the Board may direct, and be only drawn out on the joint cheque of the President and Treasurer. Eleventh, provides that the Act comes into operation on the date that the Province of Otago Is abolished. The details of the Otago Education Board Bill are not yet quite fixed. The Board, however, is to be constituted of members elected by the local Committees and the University Council.

A return was moved for by Mr Rolieston, showing in detail all the payments, allowances, or gratuities made or authorised to be made to any agent or agents or representatives of the Colonial Government, on account of services rendered outside the Colony since the 30th June, 1874, specifying the services on account of which such expenditure has been made or authorised. Sir Julius Vogel has received imprest advances as follows :— September, 1874, £1500; December, do, £500; total, £2000, which are accounted for as follows : — advances to Mr E. Fox, £135 ; passages, £210 ; travelling expenses, £789 ; salary, Ist January to 30th June, 1875, £875. 2nd May, 1875, imprest advance, £4000, accounted for by payment to Mr E. Fox, £800 ; not yet accounted for, £3200; Mr J. Russell, nil
