THE NEW COUNCIL.

We have now a complete list of the members of the new Provincial Council. It may be presumed that the most sanguine believers in the good to be derived from the " introduction of new blood," will be content with the quantity of that element which has been introduced. The Speaker, the Deputy Speaker, the Chairman of Committees, and the honorable member who officiated as deputy Chairman, in the last I Council, are not to be found in the new one. Three of them sought re-election and were rejected : the fourth, Mr G. Hepburn (Chairman of Committees), did not come forward. Two or three members have been named as likely to be nominated for the Speakership. Whoever may be elected, must have a trying time during the first session. Of the 38 members composing the sew Council, 15 did and 23 did not sit in the last or the preceding session ; and we think that 21 of the 23 are altogether new to the office of Councillor. Two who have not recently been in the Council have had experience of its business. One of these, Mr Geo. Durcan, was chosen as a representative of the North JHarbor district, at the General Election in 1863, and he was for a short time Secretary for Public Works. Mr ,'Duncan resigned office and his seat, for the purpose of visiting Britain. The second of the two, Mr Thomas Tayler, sat formerly for Port Chalmers, but was defeated in 1863, by Mr Macanirew. Two members of the Government (Messrs Maddock and Orbell) have failed to secure reelection. Apart from the present Government, there will be six members of the Council, we think, who have held office — Messrs Reynolds, Haggitt, Duncan, Mac kenzie, Hughes, and Burns ; but three of them — Messrs Duncan, Mackenzie, and 'Burns — have had but short official experience. There are three members of the legal profession in the Council— Messrs Haggitt, Main, and Julius; so that filling the Provincial Solicitorship should not cause difficulty, as has before happened.
