THE EDUCATIONAL RESERVES.

The following is an abstract of the regulations and conditions for the leasing of the Educational Reserves, agreed upon at the meeting of the Education Board on Saturday. We give only the sense ot the different clauses, which are eighteen in number, and refer to the leases of rural and town lands: —

1 . Every person desirous of obtaining a lease ot a reserve shall lodge with the Secretary of the Board an application according to a form provided, or to like effect, and each reserve applied for shall be submitted to public competition.

2. The Secretary shall periodically pub» lish a list of reserves intended to be let, intimating the time and place of sale fourteen clear days beforehand.

3. The Board shall authorise the sale thereof, and appoint an auctioneer.

4. Conditions of sale, fixing the upset price, &c, to be prepared from time to time.

5. In the case of land in pastoral districts which, in the opinion of the Board, is fitting for grazing purposes only, the conditions of Nos. 3 and 5 shall not apply.

The following conditions, in regard to rural lands, are to be embodied in the leases : —

1. Rural lands to be leased for 21 years. The rent for the first two years to be nominal, say Is a year ; and for the remaining nineteen years, the amount specified in the accepted tender. The rent to be paid half-yearly, and all taxes or charges upon land or improvements to be paid by the tenant ; but in the case of pastoral lands not coming under conditions 3 and 5. the rent to be payable from the date of the lease. In all cases, the rent to be payable in advance, and the lease not to exceed 21 years.

2. Unless otherwise agreed upon, the lessor to reserve all metals, minerals, &c, to use or dispose of the same, and make roads, &c, on payment of surface damages ; the lessee, in the event of discovering minerals, to have permission to work them on advantageous terms.

3. Fencing asd cultivation to commence within the first year, and, unless there be exceptional circumstances, the whole to be cultivated two years before the expiry of the lease; the usual rules in good husbandry to be adopted.

4. All fences to be kept and delivered up in good repair ; all claims under Fenciag Ordinances to be paid by the lessee. 5. In the last year of the lease, grass or clover seeds to be supplied by the lessor or incoming tenant before Ist September, sufficient for a sixth of the land, the work ■to be done by the lessee, or the lessee to leave an equal extent of ground in good pasture.

6. The iucoming tenant to be allowed to do all necessary work after the removal of the last year's crops.

7. All buildings and fixtures to be valued, and the incoming tenant to pay the value to the outgoing tenant, and, if no bidders, the lessee to have a new lease for seven years, at the current rent, or forfeit his ri^ht to the valuation.

8. All the manure and one-half the straw to be left and paid for, at valuation, by the incoming tenant.

9. If the rent be not paid punctually, interest at the rate of 15 per cent per annum to ba charged, and if the tenant fall six months in arrears, or fail to fulfil condition?, the lessor to have power to reenter without giving compensation, the lessee continuing to be liable for arrears. 10. The lessee not to assfan or sub- let without written consent, and no fee to be charged for the transfer.

11. Arbitrators and umpires to be appointed in certain cases, and under usual conditions.

With reference to Town Lands, the Regulations are : —

1. Town lands to be leased for fourteen years— the rent to be the highest offer, to be paid half-yearly in advance, and the tenant to pay all taxes, and charges for footpath?, fencing, &c.

2. Buildings, fences, and other improvements to be made within a year, and a value to be fixed , n accordance with the situation of each section, and to be kept in tenantable repair, and to be insured at the cost of the lessee, in the name of the Superintendent.

• Regulations 7. 9, and 10, in the case of Rural Reserves, to be applicable in the case of Township Reserves.

Atttached to the conditions are forms of application and acceptance of the leases.

The English papers say that it was mrooured at Southampton, and currently believed, that "Thomas Chamberlayn*, Esq., of Cranbury-park, the owner of the Old Arrow, as she is familiarly called, intends to challenga Mr Bennett, owner of the Henrietta, to a trial of speed across the Atlantic. The Arrow is the winner of m nj valuable prizes, and has sc^roely ever been beaten. Sha is a cutter of H)2 tons. Mr Chamberlavne is vice-commodore of the Royal Fquairon, and is a thorough yachtsman and sportsman in every flense of the word."
