AIM OF HITLER REASON FOR NEW PACT CANNOT WIN ALONE OPINION IN SHANGHAI BETTER THAN EXPECTED (News by Cable.) LONDON, Sept 27. Referring to the new pact betAveen the Axis PoAvers, the Daily Mail says that Herr Hitler has promised a share of the spoils to Japan because he is not sure that Germany alone is able to break the British Empire. Herr Hitler is trying to spread the war. Before another year, the greater part of the Avorld may be*, aflame. The reaction of the average man in the street in Shanghai on hearing the terms of the pact, says a correspondent, was that it was not as bad as had been expected. People expected something far more farreaching and now that it is revealed that the pact is a defensive rather than an offensive alliance there is a general feeling of relief. Reports are circulating in Tokio, hoAvever, that the pact contains; secret clauses, presumably describing the conditions under which one or all of the signatories will wage Avar against another PoAver such as the United States.
