America Bans Shipment Of Strategic Materials To Communist Countries

c WASHINGTON, Dec. 8. I The Department of Commerce today banned American ships and planes V from carrying to any part of the world strategic materials destined for Soviet bloc countries and Communist China. The ban is effective immediately. It applies to • the movement of weapons, fissionable materials, and strategic industrial goods consigned between any two points outside the United States, even intermediary points, if the goods are to go to the banned areas. ban was also made applicable to shipments destined for Hongkong or Macao, to ensure that goods will not be forwarded from those ports into Communist China itself. So far as China is concerned, the ban will apply to any goods whatsoever, strategic or not. since any shipment to China must be licensed, and licences are not being granted. It would not, however, shut off the carriage of non-strategic goods destined for Soviet bloc countries in Europe. Violations of the order will be subject to a maximum penalty of a 10.000dollar > fine and a year in prison. Shipping or airlines breaking the order can be denied operating privileges, which will mean their going out of business.
